Johor Bahru was declared the state capital and administrative center of the Johor Darul Ta'zim State Government on 1 January 1896. The history of the Johor Bahru City Council (MBJB) began in 1933 when Town Board was established, then upgraded to Town Council in 1950, In April 1977, the Johor Municipal Council was upgraded to the Johor Bahru Municipal Council and subsequently gained the status of a band on 1 January 1994.

The establishment of the Department helped the government's efforts to curb the development of communist beliefs in Malaya as well as to improve the morals and beliefs of the Malays at the time. Upon referring to the administrative arrangement of the Johor Islamic Religious Department based on a visit to the Johor Islamic Religious Department in 1946, the Selangor State Constitution was enacted in 1947 covering the establishment of the Department of Islamic Affairs and Malay Customs Affairs. The sequence of these developments, officially established the Islamic Religious Affairs Department in January 1948. The old Royal Selangor Building was elected as its administrative office.
