Before JHEOA was established, an Field Ethnographer was appointed in December 1939, as 'Protector Of Aborigines' on behalf of the State of Perak. The appointment was made after the enforcement of 'Perak Aboriginal Tribes Enacment', No.3 in 1939. This enactment was such a law that existed before the Second World War.
